The Superintendent of Education is the oversight and approving authority of the Internal Audit Office (IAO)'s audits, reports, and personnel. The Chief Auditor is directly responsible for the administration, management, and accountability of all audits conducted at Guam Department of Education (GDOE). The Chief Auditor, as an audit liaison, is the Superintendent's designated representative for audits.

- Have unrestricted access to all functions, records, property and all GDOE employees.
- Allocate resources, set frequencies, select subjects, determine scopes of work and apply the techniques required to accomplish audit objectives.
- Obtain the necessary assistance of personnel within respective GDOE departments where they perform audits, as well as other specialized services from within or outside GDOE.
