Mandates
Per Title 17 of the Guam Code Annotated, Chapter 12, Section 12116(e), the Department of Administration is hereby authorized and directed to deduct from the General Fund appropriation to the Guam Academy Charter School Fund.
Per Public Law 35-36, the Department of Administration is hereby authorized and directed to deduct, in proportion to the ratio of cash received from the total Fiscal Year 2020 General Fund appropriations in Section 2 of this Part of this Chapter to the Guam Academy Charter School Fund, Six Thousand One Hundred Fifty Dollars ($6,150) per enrollee based on the actual enrollment at the time multiplied by the per pupil cost as established in this Section. The Guam Academy Charter Schools Council shall not exceed appropriations for six hundred twenty (620) students for the iLearn Academy Charter School, seven hundred forty (740) students for the Guahan Academy Charter School, and three hundred fifty (350) students for the Science is Fun and Awesome Charter School. |
Validation
Pursuant to Public Law 35-36, Section 3, Each Academy Charter School shall submit monthly invoices to the Guam Academy Charter Schools and the Department of Administration. Upon receipt of invoices, DOA shall verify accuracy of the invoice and report its findings to the respective Academy Charter School and the Guam Academy Charter Schools Council within ten (10) working day of receipt of said invoice prior to the release of funds. If DOA fails to report its findings, the invoiced amount received by DOA shall be automatically transmitted to each Academy Charter School.

For FY 19, notwithstanding any provision of law, pursuant to 17 GCA, Chapter 12, § 12116(e), the Department of Administration (DOA) is hereby authorized and directed to deduct, in proportion to the ratio of cash received from the total FY 2019 General and Special Fund appropriations in Section 1 of the Part of the Chapter to the GDOE, Six Thousand Eighty-eight Dollars ($6,088) per enrollee of Academy Charter Schools chartered by the Guam Academy Charter Schools Council, not to exceed six hundred twenty (620) students for the the iLearn Academy Charter School, seven hundred forty (740) students for the Guahan Academy Charter School, and three hundred fifty (350) students for the Science Is Fun and Awesome Academy Charter School from the total FY 2019 General and Special Fund appropriations in section 1 of this Part of this Chapter to GDOE based on the actual enrollment at the time multiplied by the per pupil cost as established by this Section. Each Academy Charter School shall submit a monthly invoice to DOA which shall be remitted to GDOE. Upon receipt of the remitted invoice, GDOE shall verify accuracy of the invoice and report its findings within ten (10) days of receipt of said invoice by the GDOE prior to the release of funds. For FY 18, notwithstanding any provision of law, for the School Year 2016-2017, pursuant to 17 GCA, Chapter 12, § 12116(e), the Department of Administration (DOA) is hereby authorized and directed to deduct, in proportion to the ratio of cash received from the total FY 18 General and Special Fund appropriations in Section 1 of the Part of the Chapter to the GDOE, Six Thousand Five Hundred Dollars ($6,500) per enrollee of Academy Charter Schools chartered by the Guam Academy Charter Schools Council, not to exceed seven hundred forty (740) students for the Guahan Academy Charter School and five hundred (500) students for the the iLearn Academy Charter School from the total FY 2018 General and Special Fund appropriations in section 1 of this Part of this Chapter to GDOE based on the actual enrollment at the time multiplied by the per pupil cost as established by this Section. Each Academy Charter School shall submit a monthly invoice to DOA. Upon receipt of said invoice, the DOA shall remit it to GDOE. Upon receipt of the remitted invoice, GDOE shall verify the invoice for accuracy and report its findings within ten (10) days of receipt of said invoice to the DOA prior to the release of funds. If the GDOE fails to report its findings, the invoiced amount received by the DOA shall be automatically transmitted to each Academy Charter School.

For FY 17, notwithstanding any provision of law, for the School Year 2016-2017, pursuant to Title 17 GCA, Chapter 12, § 12116(e), the Department of Administration (DOA) is hereby authorized and directed to deduct Six Thousand Five Hundred Dollars ($6,500) per enrollee of Academy Charter Schools chartered by the Guam Academy Charter Schools Council, not to exceed seven hundred forty (740) students for the Guahan Academy Charter School and five hundred (500) students for the the iLearn Academy Charter School as recommended by the Guam Academy Charter Schools Council, from the total General Fund appropriation in Section 1 of this part of this chapter to the GDOE, based on the actual enrollment at the time, multiplied by the per pupil cost, as established in this section.

For FY 16, notwithstanding any provision of law, for the School Year 2015-2016, pursuant to Title 17 GCA, Chapter 12, § 12116(e), the Department of Administration (DOA) is hereby authorized and directed to deduct Five Thousand Five Hundred Dollars ($5,500) per enrollee of Academy Charter Schools chartered by the Guam Academy Charter Schools Council, not to exceed six hundred (600) students for the Guahan Academy Charter School and four hundred fifty (450) students for the the iLearn Academy Charter School as recommended by the Guam Academy Charter Schools Council, from the total General Fund appropriation in Section 1 of this part of this chapter to the GDOE, based on the actual enrollment at the time, multiplied by the per pupil cost, as established in this section.
Each Academy Charter School shall submit a monthly invoice to the DOA. Upon receipt of said invoice, the DOA shall remit it to the GDOE. For FY 15, notwithstanding any provision of law, for the School Year 2014-2015, pursuant to Title 17 GCA, Chapter 12, § 12116(e), the Department of Administration (DOA) is hereby authorized and directed to deduct Five Thousand Five Hundred Dollars ($5,500) per enrollee of Academy Charter Schools chartered by the Guam Academy Charter Schools Council, not to exceed six hundred (600) students for the Guahan Academy Charter School and three hundred fifty-eight (358) students for the the iLearn Academy Charter Schools Council during School Year 2014-2015, if any, as recommended by the Guam Academy Charter Schools Council, from the total General Fund appropriation in Section 1 of this part of this chapter to the GDOE, based on the actual enrollment at the time, multiplied by the per pupil cost, as established in this section.
Each Academy Charter School shall submit a monthly invoice to the DOA. Upon receipt of said invoice, the DOA shall remit it to the GDOE. Guahan Academy Charter School is the first approved charter school on Guam. GACS is the first school on Guam to develop and innovative program of study for students who are significantly behind academically. The program is called the Literacy Institute will provide comprehensive intervention that will allow students to catch up with their peers, successfully complete high school, and be prepared to enter the work force or for post-secondary education.

Science is Fun and Awesome (SiFA) is a nonprofit organization that was chartered in 2018 by Dr. Anthony Jay Sunga, Ph.D. Dr. Sunga’s dream was to build a love of learning related to the Science-Technology-Engineering-Arts-Mathematics (STEAM) fields, and launched SiFA as a mechanism to realize his dream and conduct STEAM-related activities for Guam. The mission of SiFA is to inspire STEAM education for the island youth. SiFA approaches STEAM education through hands-on activities and innovative projects.
The SiFA Learning Academy was established to meet the purpose of the Guam Academy Charter School Act of 2009 and to provide Guam’s middle school children with the best learning experience in the region with a strong focus on Science, Technology, Engineering, Arts, and Mathematics (STEAM). The SiFA Learning Academy has been a dream of the SiFA non-profit organization for many years. |
